On 8 July meetings of CPSU members in every ACC office voiced their views about the management of the current restructure process in the ACC. What did members say?
Lack of consultation
Members were concerned about the lack of effective
consultation, in contravention of the collective agreement. Even senior
staff have not been engaged on key issues, including the consequences
of staff cuts in smaller offices such as Perth;
Concerns
were raised about consultation around Project Sentinel. It was noted
that the Executive were starting to engage on this Project, but this
needs to be closely monitored;
Staff expressed a desire to
see the consultation provisions under the Collective Agreement
enforced, and management held accountable for any further breaches.
VR process and redeployment
Members were concerned with the way VRs were offered to certain staff, with no clear, guiding criteria;
Implications of the way secondees were sent back to their home agencies was raised;
Redeployment processes are still not clear, and there is uncertainty about what work redeployed staff will be performing.
Financial management of ACC
Members identified the problem of unclear communications
between managers and Finance, including a lack of information available
to managers regarding actual costs against budgeted costs;
The
ACC’s future funding base is unclear, and staff expressed concern about
management’s ability to secure the funding the ACC needs to do its job;
Staff were highly concerned about job security, given
uncertainty around the future of the ACC’s budget & any possible
budget cuts in the future.
Members vote on CPSU position
The following motion was passed by CPSU members nationally.
We call on management to re-engage with staff by fully committing to
effective staff consultation, as set out in the Collective Agreement.
We call on management to ensure that all projects utilise proper staff consultation during the lifecycle of the project.
The meeting endorses CPSU delegates to monitor and, where necessary, engage with management over:
(a) the level and effectiveness of staff consultation; and
(b) the agency’s discipline in adhering to monthly budget targets.
Sydney members passed an additional motion expressing the opinion that
the ACC Board and PJC should be advised of the mismanagement of the
budget and the funding & that senior executives should be held
accountable.
Still waiting for answers
A response to written questions submitted by your representatives prior
to the meeting with management on 30 June has still not been received.
Management has committed to providing a written response, and these
will be circulated to CPSU members and staff.
