MOPS update

A brief report back from the union meeting on 16 September

CPSU delegate structure

There is support for formal delegate elections to commence later this year after consultation over a proposed delegate structure for MOPS. Consultation will begin in the next few weeks. This decision reflects the following motion endorsed by CPSU Governing Council on 5-6 September:

6.1 Delegates and Workplace Representatives

This meeting of the Governing Council believes that building the union’s workplace profile is enhanced when we elect, mentor, train, promote and support our workplace delegates and endorses the following recommendations to renew and support CPSU Workplace Delegates and Structures.

I. that delegate elections to be a fundamental part of our strategy to renew and strengthen our workplace structures.

II. we amend the timing of elections from the January to March ‘election season’ to an annual basis. (NC 1/2005 policy - para 1)

III. we change the Term of Office of Delegates and Deputy Delegates from the specified period commencing on 31 March and ending on 30 March the following year to generally an annual term (NC 1/2005 policy - para 16)

IV. in addition to the voting processes set out at para 12 - NC 1/2005 policy, when conducting elections, Returning Officers may conduct the election ballot electronically in consultation with members in that workplace.

V. the union develop a comprehensive and coherent training and development program for delegates ensuring our education programs are grounded in our key organising attributes.

VI. our communication strategies are geared towards building our workplace leaders

VII. new, modern delegates tools be produced including, the development of an online delegates toolkit and traditional symbols for display in workplaces by proud delegates

VIII. holding of cross-agency annual conferences in each State/Territory to encourage diversity, the sharing of experiences and discussions around matters of interest to members. These are to be attended by GC members in that region and reported on annually to GC.

CPSU Governing Council - nominations open now

The CPSU Governing Council (GC) is the peak decision-making body of the union. It is made up of the seven full-time national officials, two division officials and 65 rank and file honorary Section Secretaries and Governing Councillors who represent the 346 employers covered by the CPSU. Governing Council determines union policy and strategic direction. GC meets in face twice a year and have regular phone conferences.

Each section represents around 2000 union members. MOPS, like many smaller employers, is not big enough for its own section so it is part of a grouping of agencies:

  • Comcare,
  • Australian Industrial Registry,
  • Australian Electoral Commission,
  • Members of Parliament Staff,
  • Workplace Ombudsman,
  • Workplace Authority and the
  • Australian Fair Pay Commission.
MOPS members have the opportunity to vote for their Section Secretary, who will be responsible for working with CPSU organisers and representing the views and interests of members in the employers in their section on Governing Council.
