Infrastructure - your feedback wins improvements

14 May 2009, 11:59am

Our last survey showed overwhelmingly support for a competitive and guaranteed pay increase. Respondents also rejected an increase in the minimum period for ARA to six weeks and the loss of Christmas closedown for nine minutes less work each day.
At our last negotiation meeting, CPSU pressed management and achieved improved offers. We have reached a critical step in these negotiations and need your feedback before the next meeting so please complete the survey at the end of this bulletin

What you said in your last survey

What we asked you Your response
Do you support CPSU seeking a pay rise that is competitive with other APS Departments and reject the proposed 3% per annum over 3 years? 87 % Yes
Do you support CPSU is seeking a guaranteed general salary increase where only incremental advancement is linked to performance? 83 % Yes
Would you accept management’s proposal to cut accruable PCL from 25 to 18 days? 72 % No
Would you agree to work in additional responsibility capacity if ARA is only paid after 6 weeks? 90 % No
Would you accept management’s proposal to return 9 minutes a day in exchange for having to use your own leave credits for the Christmas closedown? 91 % No

CA update and further action needed

Pay

Our claim on pay remains at 5 % per annum guaranteed over 2 years. After your overwhelming support for an APS competitive pay increase, management has now improved their pay offer from 3% p.a. for 3 years to 3.5% for 2 years. This is still less that the APS average of 4.3% p.a. for the last quarter. This latest offer is still linked to performance assessment, which you have already clearly rejected.

Christmas Closedown

The Department states that the new proposed arrangements will result in significant savings. Your representatives understand that for many staff members, the Christmas/ New Year period is an important break away from work, however since the original proposal was tabled, CPSU has conveyed your concerns and secured the following improvements for your consideration.

Christmas Closedown
Original Proposal Revised Proposal
Retain close down of Departmental offices Close down is no longer compulsory – no forced leave, staff can choose to come to work
Staff to use their annual leave or flex credits to cover this period Standard work hours reduced by 9 minutes per day (total reduction 34.5 hours /year (9 mins x 230 days – excludes annual leave and public holidays).
No reduction to standard working hours to compensate Additional words will be added to Clause J7 (EL flexible hours arrangement) to cover period between Christmas and New Year – subject to supervisor’s agreement.

Your feedback needed by 18 May COB
