Last week, while CPSU was making agreements with FaHCSIA and DVA, ABS offered
only 3.5% in your agreement negotiations. 3.5% falls far short of pay rises
across the service and CPI. Your union believes it is important that ABS staff
receive a pay rise that reflects the quality of your work and keeps up with your
APS colleagues. Over the coming weeks, you and your co-workers need to think
seriously about what you are prepared to do to get a better deal. Your
membership and involvement in your union can make a difference.
How does 3.5% compare?
Recent CPSU-negotiated settlements include:
FaHCSIA: 5.7%, 4.3% and 4.1%
DVA: 4.75%, 4.75% and 4%
National Gallery: 4.25%, 4.25% and 4.25%
ActewAGL: 5%, 5% and 5%
Department of Parliamentary Services: 5%, 4.6% and 4.2%
Indigenous Land Corp: 4.5%, 4.5% and 4.5%
Perth Airport: 4.5% and 4.5%.
Budget crunches
All APS agencies CPSU negotiates with face a similar budget situation to that
of ABS. Still, we are able to achieve fair pay rises that value staff
appropriately. CPSU is also working to deliver our Agenda for Change including:
removal of arbitrary annual budget cuts
ensuring the public sector is fully funded for the work it does and for
wage increases
using the expertise of CPSU members to find new ways to deliver an
efficient public service.
While the pay offer has understandably attracted significant attention, your
union is multitasking:
CPSU remains committed to bringing your conditions up to the APS
standard include higher duties allowance, overtime arrangements, pay-point
progression – and the number of points on the scale and remote localities
allowance
thanks to the hundreds of you who responded to our call for feedback on
ABS performance management. We are analysing your feedback and will
report-back our finding shortly
drafting meetings between CPSU and ABS are continuing between
negotiation rounds. The next meeting is scheduled for 11 December.

Key features of the claim endorsed by CPSU ABS Section Council are:
Pay: Increases of at least 5% per annum which will ensure on
average that pay rates in ABS are in alignment with the 3rd quartile (2nd
from top) of pay rates with the Australian Public Service
Super: ABS to contribute at least 15.4% to all staff in
accumulation funds
Travel: Travel to be regarded as time worked
Work/life balance: Improvements to flexible work arrangements
including working from home and access to flex time for ELs.
Performance management: A complete review of processes, including
the moderation process, is necessary during the first year of this CA.
Outcomes are to be agreed by all parties.
