Staffing changes by agency:
While the Budget papers may indicate an increase in overall ASL (excluding military and reserves), the figures can be misleading without reference to staffing figures in past Budget papers.
The overall ASL (excluding military and reserves) was lower in 2018-19 than it was in 2017-18. It means that a number of agencies are projected to be smaller in 2019-20 than they were in 2017-18, even if they appear to be growing. For example, the projected increase of 688 for the ATO will be less than the decrease of 777 between 2017-18 and 2018-19.
The projected growth of overall ASL (excluding military and reserves) between 2017-18 and 2019-20 is much more modest at 190 and can be accounted for by projected growth in the NDIA by 770 ASL.
